The Operations Liaison Supervisor (OLS) is appointed by PIUL. They exercise authority over security equipment, guarding or monitoring of sites during the early works stage of the project. The PIUL OLS has designated authority for oversight of the security infrastructure build of the TCF, CPF VPL’s and all associated PIUL construction activities specifically linked to Security during early works in conjunction with PIUL Liaison manager. The PIUL OLS has responsibility for the quality assurance of the security of the PIUL expatriate community in the field and liaison between PIUL personnel and Zallaf. On a day to day basis he is responsible for advising the local expatriate business lead on security threats and keeping under constant review the security risks. In conjunction with and reporting to the ZALLAF site security Lead, mitigate the security risks to As Low as Reasonably Possible (ALARP). As PIUL Field Liaison Team Lead, the OLS is to ensure the protection of people, property, processes, information, and reputation in support of PIUL early works and in conjunction with ZALLAF field Liaison team.


JOB SPECIFICATION - DUTIES & RESPONSIBILITIES:

Primary Duties

• Responsible for quality assurance of the delivery of all aspects of security relating to PIUL expatriate staff in the field.
• Assist in implementation of ZALLAF emergency procedures, for dissemination to expatriate staff. • Assist and support ZALLAF Alert exercises, monitoring of inductions on rules and security procedures for expatriates newly arrived on site.
• Maintenance and updating the daily state of presence of expatriates on the site until such time as this responsibility is transferred to a dedicated administrative team member.
• The participation, in an emergency, for the evacuation of PIUL expatriate staff, in collaboration with ZALLAF. 


Secondary Duties
• POC for arrivals at site liaising directly with ZALLAF OLS ensuring the maintenance of an all informed and timely process, ensuring that ZALLAF procedures are followed and respected.
• Monitoring all local security threats, updating the PIUL alert and evacuation states and advising the local business lead as part of the Incident Management Team (IMT).
• Assisting in ensuring PIUL comply in the implementation of PIUL and ZALLAF policies, plans and procedures in the field. Ensure compliance with the Voluntary Principles on Security and Human Rights (VPSHR) and company policies on ethics, anti-bribery and corruption.
• Develop and maintaining close working relations with the local business lead and Client team.
• Effective management of all PIUL staff to ensure compliance with Zallaf security policy, plans and procedures as applied at site.
• Implement and assist in the rehearsal of ZALLAF expatriate contingency plans, including security emergency response and evacuation plans, on a regular basis and make recommendations as to feasibility to these plans ensuring they are realistic and functional.


PERSONAL SPECIFICATION - QUALIFICATIONS AND EXPERIENCE
Essential
• Previous employment in a security supervisory role in large scale O&G construction project
• Demonstrative experience in an security management position position in and O&G construction project
• An understanding of the in country security situation and understanding of its impact on the project and personnel
• Loyal, discreet, honest, trustworthy and dependable
• Good leader and team player
• Good communication skills (written and verbal)
• Cross-culturally aware and tactful
• Ability to function in a fast changing environment
• Good organisational skills
• Arabic & English fluent speaking
• IT and technology aware and good working knowledge of Microsoft Word and Excel

Desirable
• Previous experience of liaison management.
• Able to manage change.
• Understands cost v benefit and its application in the ESRM sphere.
